How to become an ACTRA Additional Background Performer

How to qualify to vote:

Full ACTRA members
All Full ACTRA members who have worked in the jurisdiction of the relevant Agreement in the past 3 years will be mailed a referendum package on July 29, 2003.

Any ACTRA member in good standing who has not worked in the jurisdiction of the relevant Agreement in the past 3 years, but wishes to vote in the Terms of Settlement referendum may register to vote by visiting the local ACTRA branch. Full ACTRA members should show their ACTRA card to receive a referendum package. (ACTRA By-Law 20, Section III)

ACTRA Apprentice Members
Apprentice Members can participate in ACTRA ratification votes - provided the Apprentice Member has completed 3 engagements in a residual category under the CBC Agreements during the term of the expiring agreement. (ACTRA By-Law 20, Section III).

Apprentice Members who have worked in Background roles for at least 8 work-days per year for each year of the term of the applicable expiring agreement can also qualify to vote in ratification votes. The expiring CBC agreement is a one-year agreement, so Apprentice members 8 work days in a background role under the CBC agreement between July 3, 2002 and June 30, 2003 to be eligible to vote.

If you joined as an Apprentice member after July 2002, the work-days required to qualify to vote are pro-rated. See the chart below:

ACTRA Additional Background Performers
You can join ACTRA as an ACTRA Additional Background Performer if you have 24 days' work in the 12 months preceding your application to join. ACTRA Additional Background Performers who have worked in Background roles for at least 15 work days for each year of the term of the expiring ACTRA agreement can also qualify to vote in ratification votes.

The expiring CBC agreement is a one year agreement, so ACTRA Additional Background Performers need 15 work days under the CBC agreement between July 3, 2002 and June 30, 2003 to be eligible to vote.

If you joined as an ACTRA Additional Background Performer after July 2002, the workdays required to qualify to vote are pro-rated. See the chart below:

How to register to vote
ACTRA Apprentice members and ACTRA Additional Background Performers who qualify must register with ACTRA their interest in voting. Visit your local ACTRA Branch Office and provide proof of your eligibility. Proof of eligibility can be established using any of the following:

cheque stubs
a letter from your agent confirming your engagements to qualify;
letters from applicable production companies stating when you worked and the names of the productions;
Apprentice Members can also provide work permit receipts as proof of engagements. In order for your ratification vote to count, you must register to vote and mail in your ballot so that it arrives with the scrutineer before the deadline. The deadline for ballots to be received for voting on the IPA Terms of Settlement by 5 pm on Wednesday, August 27th, 2003.

What to do if your referendum package does not arrive by mail
If you are a Full ACTRA member and worked under the relevant Agreement in the last 3 years and you did not receive a referendum package in the mail, you can still vote in the referendum. Go to your local ACTRA branch office and sign a "non-receipt of ballot" form, and you will be issued a referendum package in person. (ACTRA By-Law 20, Section III)


Ratification

ACTRA Full Members who are eligible to vote will receive a referendum package in the mail that will include the relevant Terms of Settlement and a ballot. Apprentice Members and ACTRA Additional Background Performers who qualify to vote, will receive a referendum package from their local ACTRA Branch Office when they register to vote.

The IPA Terms of Settlement ratification ballots will be mailed out on July 29, 2003. The deadline for ballots to be returned is Wednesday, August 27th, 2003.
