Application by BCE Inc. for Authority to Effect a Change in Ownership or Control of Astral Media Inc. (CRTC Broadcasting Notice of Consultation CRTC 2012-370  Application No: 2012-0516-2 )
August 9, 2012 – ACTRA and the CFM do not object to BCE’s acquisition of Astral’s licensed broadcasting assets. However, we do have some concerns about the details of the application, specifically with respect to the valuation of the transaction and the allocation of the television benefits. ACTRA and the CFM therefore recommend the Commission APPROVE this transaction with the following key conditions – click above to read more.


Application by Shaw Satellite Services Inc to renew the broadcasting licence for its satellite relay distribution undertaking (BNC CRTC 2012-214: Item 2)
May 16, 2012 – ACTRA offers conditional support for the renewal of Shaw’s broadcasting licence; the conditions being that the Commission reject Shaw’s request to have the Conditions of Licence (COLs) relating to the contribution to Canadian programming eliminated and requires that Shaw’s contributions to Canadian programming as a COL be directed to the Canada Media Fund (CMF).


Application by Bell ExpressVu Inc. and Bell Canada, carrying on business as Bell ExpressVu Limited Partnership (Bell) to renew the broadcasting licence for its satellite relay distribution undertaking (BNC CRTC 2012-214: Item 1)
May 16, 2012 – ACTRA offers conditional support for the renewal of Bell’s broadcasting licence; the condition for the renewal of Bell’s licence; the condition being that the Commission requires that Bell’s contributions to Canadian programming as a COL be directed to the Canada Media Fund (CMF).


Application by Rogers Broadcasting Limited for authority to acquire from Bluepoint Investments Inc. the assets of Saskatchewan Communications Network (Consultation CRTC 2012-12)
April 2, 2012 – ACTRA and CFM offer conditional support of Rogers’ application to acquire SCN.

January 11, 2011 – ACTRA and CFM’s joint submission to request an opportunity to appear at the public hearings commencing February 1, 2011, regarding the application (No. 2010-1506-6) by BCE Inc. (BCE), on behalf of CTVglobemedia Inc. (CTVgm) and its licensed broadcasting subsidiaries, for authority to change the effective control of CTVgm’s broadcasting entities to BCE. ACTRA and the CFM are prepared to support this transaction if the process results in a greater contribution to the production of independently-produced Canadian television drama than is currently proposed by BCE.
