As a non-profit organization, ACTRA PRS relies on several different sources of income to cover the costs of monitoring, collecting and disbursing performers’ Use Fees.
The Independent Production Agreement (IPA) requires producers to pay 0.5% on top of the gross fees paid to performers to ACTRA PRS at the time of production. The IPA also includes an administration fee that is added to the total amount paid to ACTRA PRS by a producer when Use Fees are due on a production.
When ACTRA PRS was incorporated, the PRS Board agreed that until the new division was able to be fully self-sufficient, the ACTRA membership would be charged a service fee of 8.25%; this fee has since been reduced to 5%. A performer who is not a member of ACTRA in good standing is charged a 25% service charge at that time of the ACTRA PRS disbursement.
The decision to add a service charge to ACTRA PRS, a department which does not benefit in any way from membership dues, was not taken lightly by any of the elected members or senior staff involved. However, it is essential to allow ACTRA PRS to conduct its business more aggressively and to pursue money owed to the membership.
