Canadian Performers Ratify Terms of Local & Regional Addendum of the National Commercial Agreement

TORONTO, ON (September 22, 2017) — ACTRA Members have voted (98.1 per cent) in favour of ratifying the 2017-2020 National Commercial Agreement’s (NCA) Local and Regional Addendum (L&R), which covers production and use of local and regional commercials.

“We have achieved a settlement that creates new work opportunities and provides substantial improvements for ACTRA performers in changing and challenging times,” says David Sparrow, ACTRA National President and Negotiating Committee Chair. “I want to thank the ACTRA members who served on our bargaining team and all of the members who helped make this new deal a reality.”

“Unions around the world continue to face employer demands for cutbacks at the bargaining table as well as increasing competition from the non-union sector. ACTRA members are the best in the business, and this Agreement will help make it easier to hire the most talented performers in Canada and ensure they are compensated fairly their work,” added Stephen Waddell, Chief Negotiator and National Executive Director.

The approved settlement provides for a new single Digital Media Use fee payable on all local and regional commercials produced for or moved over to Digital Media. A new ACTRAonline Opportunity Pilot Project will promote new work opportunities for performers in local and regional low-budget digital media commercials. All rates and fees in the L&R except the Digital Media Use fee and the Pilot Project will increase by six per cent over three years commencing with a two per cent increase effective September 23, 2017.

The Alliance of Canadian Cinema, Television and Radio Artists (ACTRA), the Association of Canadian Advertisers (ACA) and the Institute of Communication Agencies (ICA) commenced negotiations in Vancouver on August 28, 2017. The NCA’s Local and Regional Addendum covers the engagement of Performers in all local and regional television, radio and digital commercial production in Canada. Voting commenced on September 8, 2017, and closed today on September 22. The new agreement will take effect September 23, 2017, and will expire on June 30, 2020.

The L&R Addendum was created to promote work in the regions by employing ACTRA members located in those regions. The Addendum is a “made-in, played-in” Agreement, meaning local advertisers create commercials offering their products and services to local consumers and local audiences. The Addendum is ratified in a separate referendum from the National Commercial Agreement. The NCA was ratified on August 4, 2017, and took effect August 5.
