NCA Local & Regional Addendum Ratification

ACTRA has successfully reached a tentative agreement with the Association of Canadian Advertisers (ACA) and the Institute of Communication Agencies (ICA) to renew the National Commercial Agreement’s Local and Regional Addendum (L&R), which covers production and use of local and regional commercials.

This deal comes to you for ratification with the unanimous recommendation from both your Negotiating Committee and the ACTRA National Executive to vote YES.

This page contains some key details on the new Addendum and how you can vote to support it. Click the links below for key details on the new addendum:

**Please note the NCA’s L&R Addendum requires a separate ratification from the NCA. The NCA referendum was already sent for ratification. Only those who were eligible to vote on the NCA received the information (i.e. just because you are eligible to vote on the L&R, does not mean you were eligible to vote on the NCA – please see the FAQ page for more information on eligibility)**

HOW TO VOTE BY ONLINE BALLOT

  1. You need your ACTRA Member ID (the number on your membership card) and Password (sent by email on September 8, 2017; check your email inbox and/or spam folders and please ensure emails from the actra.ca domain are enabled). If you haven’t received a Password, please contact the L&R NCA help desk between 9:30 a.m. and 5:00 p.m. EST Monday to Friday by phone (647-943-1126 or 1-800-387-3516 x 4911) or email (nca@actra.ca) to see if we have your correct email address on file;
  2. Please review the information in the Why vote YES section below and/or review our list of FAQs and the Terms of Settlement to make an informed decision about your vote;
  3. Visit our Online Voting Site (https://actra-LR.secured.vote/) to cast your ballot. Votes must be submitted no later than 3:00 p.m. (EST) on FRIDAY, SEPTEMBER 22, 2017.

HOW TO VOTE BY MAIL-IN BALLOT

  1. Letters and paper ballots were delivered to the post office by 5:00 p.m. on September 7, 2017. If you do not have an email address on file with ACTRA and have not received a mailed ballot by Wednesday, September 13, 2017, please contact your local Branch. If you are eligible to vote, you will need to complete a Declaration of Non-Receipt and a new ballot will be issued;
  2. Please review the information on Why Vote YES section below, and/or review our list of FAQs and Terms of Settlement to make an informed decision about your vote;
  3. Vote on the paper ballot and return it in the pre-paid, addressed envelope so that it may be received by the office of the scrutineer no later than 3:00 p.m. (EST) on FRIDAY, SEPTEMBER 22, 2017.

WHY VOTE YES

This deal comes to you for ratification from both your Negotiating Committee and the ACTRA National Executive with the unanimous recommendation to vote YES:

  • The included work time and session fees for Digital Media commercials will rise to equal the session fees and work time for Television commercials;
  • An increase of 178% in the made-for Digital Media Use rate;
  • The term New Media has been replaced with Digital Media throughout the L&R Addendum;
  • The included work time for Background Performers will increase from a minimum of four (4) hours to six (6) hours;
  • Extension of the NCA’s ACTRAonline Opportunity Pilot Project to the L&R Addendum to combat the growth of the non-union sector. This new side-letter will allow our signatory engagers to compete for lower budget digital work they are currently losing to smaller, non-union agencies; and offer that work, currently going to non-union performers, to ACTRA members. This pilot project will allow members to put themselves forward for lower budget digital media work posted to agents and ACTRAonline by our signatory engagers. This project will be tracked and reviewed at joint meetings of ACTRA and ICA/ACA, and will expire with the term of the agreement;
  • An incentive to hire only local performers in commercials produced in regions 2 & 3; and
  • In all other areas of the L&R Addendum, an increase of 6% over three years – commencing with an immediate 2% increase upon ratification.

Please read the documents listed below under “Additional Information” then exercise your right to vote on ratification of this Agreement by voting by online ballot, or completing the paper ballot and mailing it in the envelope provided so all votes may be submitted or received by the office of the official scrutineer no later than 3:00 p.m. (EST) on FRIDAY, SEPTEMBER 22, 2017.

RATIFICATION REFERENDUM TIMELINE

Thursday, September 7: paper voting package ready and delivered to post office by 5:00 p.m. (to ACTRA members who are eligible to vote who do not have an email address on file with ACTRA)
Friday, September 8: online ballot credentials emailed to ACTRA members who are eligible to vote (to those only who have an email address on file with ACTRA)
Friday, September 8: voting period begins at 9:30 a.m. EST
Friday, September 22: voting period ends at 3:00 p.m. EST
Tuesday, September 26: consolidated results from scrutineer delivered to ACTRA National Council
